The European Commission has incorporated the implementation of the European Charter for Researchers and Code of Conduct for Recruitment as a requirement in EU-funded research projects. Particular attention is paid to the implementation of open, transparent and merit-based recruitment procedures (OTM-R).
As part of their HR Excellence in Research (HR4SR) strategy, the accredited institutions conducted an analysis of their recruitment practices, identified their strengths and weaknesses, and defined corrective actions to enhance the quality and fairness of their processes.
To support researchers, recruiters and HR managers in this process, the OTM-eR project, funded by the Wallonia-Brussels Federation and designed in collaboration with Belgium’s five French-speaking universities, offers two educational tools:
- An interactive e-learning module
- A methodological e-book

These tools enable you to:
- Understanding European OTM-R principles and the applicable legal framework (including the GDPR)
- Writing and publishing clear, fair and transparent job advertisements
- Using digital tools suited to remote recruitment
- Conducting impartial and fair interviews
- Selecting the best candidate based on merit
- Ensuring the smooth integration of new employees
